Malcolm Turnbull swiftly announced a royal commission this week in response to revelations about the treatment of boys in the Don Dale youth detention facility. Michelle Grattan tells University of Canberra acting vice-chancellor Frances Shannon the terms of reference are broad.

“It takes in not only the detention system, which of course has been the focus of attention, but also the related child protection system. So that dimension means it covers a fair sweep of issues,” she says.
